Redevelopment Proposal

What is proposed?
A proposal for rezoning, subdivision, and mixed-use development (commercial and residential uses) of five parcels of land totaling approximately 63 acres, currently known as the Elkhorn Lodge property, has been submitted by Rock Castle Development Co.

The proposal envisions rezoning three parcels to COCommercial Outlying zoning, with the adoption of an overlay zoning district of P.U.D.-M (Planned Unit Development, Mixed Use) for the entire property. The applicant proposes to subdivide the property into 56 single-family-residential lots, 2 multi-family lots, 8 commercial/mixed-use lots, and 7 open-space outlots. The development would include trails and a bypass road connecting Highway 36 (Elm Road) to Highway 34 (West Elkhorn Avenue). The applicant also proposes to renovate the main lodge building of Elkhorn Lodge and add a new hotel wing.

At its May 20, 2008 meeting, the Estes Valley Planning Commission voted to recommend disapproval of these applications to the Town Board of Trustees.

A public hearing before the Town Board, which will render the final decision on the rezoning request, preliminary subdivision plat, and preliminary P.U.D., is scheduled on September 23, 2008.
The meeting will be held at 7:00 p.m. in the Board Room of Town Hall, 170 MacGregor Avenue, Estes Park.

If these applications are approved, it is anticipated that the applicant will submit a final subdivision plat and final P.U.D. application, which will be reviewed solely by the Town Board.

All application materials are open to the public and can been seen at the Community Development Department office in room 210, Town Hall, 170 MacGregor Avenue, Estes Park, Colorado.

 

What guidelines govern the development of this property?
Standards set forth in the Estes Valley Development Code govern the development of this property.

Community Development Director Bob Joseph and Town of Estes Park Planner Alison Chilcott reviewed the submitted plans for compliance with the requirements of the Estes Valley Development Code. Staff reports summarizing their review were prepared for the Estes Valley Planning Commission and Town Board of Trustees.

The Estes Valley Planning Commission is the reviewing/recommending body for the proposal. The planning commission has made a recommendation to the Estes Park Town Board of Trustees, which is the decision-making body.

What review of the proposal has taken place?
The Town Board held a study session regarding the annexation/development agreement and the proposed bypass road on March 7, 2008 (click here to view study session minutes).

A concept plan for development of the property was presented to the Estes Valley Planning Commission on Tuesday, March 18, 2008. No formal action was taken by the planning commission at this meeting.

The applicant submitted a formal rezoning request, preliminary subdivision plat, and preliminary P.U.D. #08-01 (as shown above), which were reviewed by the Estes Valley Planning Commission during public hearings on Tuesday, April 15, 2008 and Thursday, April 17, 2008.

The planning commission voted to continue review of these applications at the regularly scheduled meeting on May 20, 2008.

At its May 20, 2008 meeting, the Estes Valley Planning Commission voted to recommend disapproval of these applications to the Town Board of Trustees.

The Town Board study session scheduled for June 13, 2008 was cancelled.

At the Town Board meeting held June 24, 2008, the applications were continued to the July 22, 2008 Town Board meeting at the request of the applicant.

At the Town Board meeting on July 22, 2008, the applications were continued to the September 23, 2008 Town Board meeting at the request of the applicant.

 

When are public hearings scheduled for this proposal?

A public hearing before the Town Board, which will render the final decision on the rezoning request, preliminary subdivision plat, and preliminary P.U.D., is scheduled on September 23, 2008.
