By June, 1985, Streetscape II was completed. Streetscape II included the same
amenities as Streetscape I, plus the reduction of traffic lanes from 5 to three
plus redirection loops of downtown traffic flow.
In the spring of 1985, planning for what was to become Riverside Plaza began.
Also by this stage, significant property purchases had been completed in order
to increase parking spaces in downtown, particularly at the west end.
The second round of projects included Streetscape III (a continuation of the
East Elkhorn beautification east of the 100 block to Bond Park and on to the
intersection of Highways 34 and 36. Also included were river corridor
improvements and “Riverscape” improvements which concentrated on the
confluence of Fall River and The Big Thompson River. Significant land purchases
were required during this time period as well. For example; all of the property
where confluence park (later to be officially re-named Riverside Plaza) would be
built was privately owned. Property purchases for the transit center adjacent to
the Municipal Building was also purchased during this period.
